Position Overview
position will serve as the Energy Efficiency/Conservation Advisor on the Demand
Side Management (DSM) Planning & Integration (P&I) team within Customer
Programs & Services (CP&S) and will support the team?s role in
developing DSM policy and strategy for DSM Product Management (DSM Program
Operations). Specifically, this position will provide Energy Efficiency (EE)
policy guidance and portfolio/program strategy for the following areas:
+ Residentialand Public Sectors,
+ Codes& Standards (C&S), Emerging Technologies (ET) and Lighting programs,
+ Water-EnergyNexus (WEN) and Zero Net Energy (ZNE) policy and strategy,
+ NormalizedMetered Energy Consumption (NMEC), Pay for Performance (P4P) and HighOpportunity Programs and Projects (HOPPs) program/pilot designs,
+ SB350 and AB 802 policy guidance and support,
+ CaliforniaEnergy Commission (CEC) Integrated Energy Policy Report (IEPR) and ExistingBuildings EE Action Plan support,
+ Corporatestrategic initiatives support, as needed.
this position may support other areas of DSM P&I focus including the
integration of DSM into the company?s Distributed Energy Resources (DER)
strategy, portfolio support for EE, Demand Response, Low Income and
Disadvantaged Communities (DACs), realignment of DSM to support the state?s
greenhouse gas (GHG) goals, and development of SCE?s long-term DSM portfolio
strategy. This role will work closely with various internal and external stakeholders
including SIPP, Regulatory Affairs, Innovation, Development & Controls, DSM
Engineering and DSM Evaluation, Measurement & Verification (EM&V).
+ Supportthe implementation of the EE Business Plan with the EE Residential and PublicSector program teams,
+ MonitorEE regulatory proceedings, including policy topics assigned to EE OrderInstituting Rulemaking (OIR) Phase III such as Market Transformation,Financing, Regional Energy Network pilot programs, Embedded EM&Vtechniques, oversight of HOPPs), Local Government Partnership Reform, etc.
+ LeadNMEC, P4P, HOPPs and new approaches to EE program delivery for the residentialand public sectors.
+ Supportthe assessment of and provide comments for EE market potential includingbiannual CPUC Potential and Goals Studies, Doubling of EE in support of SB 350and the biannual IEPR,
+ Supportthe development of new policy positions and business practices based onregulatory requirements,
+ Identify,manage and resolve complex issues, including those with conflicting objectives,involving internal and external stakeholders, and regulatory agencies (CaliforniaPublic Utilities Commission, CPUC and CEC).
+ Managesthe evaluation, development, and implementation of projects that have moderatefinancial or operational impact to the business unit or Company. Projects typically have significant businessunit wide impact. Ensures projects are completed on schedule and within budget.Makes strategic decisions regarding establishing and changing projectdirection.
+ Identifiesand manages resolution of major or complex issues. Issues typically do not have an establishedprecedence for resolution. Manages anddirects cross-functional development teams to address issues and solveproblems. Accomplishes objectivesthrough professionals who exercise significant judgment. Represents the Company with contractors, suppliers,regulatory agencies, customers, other departments, and/or other parties asrequired. Interacts regularly with all levels of management. Acts as a key consultant to management forboth functional and broad business issues.
+ Providesdirection and makes strategic decisions regarding changing project/productscope, policy, development, and implementation. Performs evaluation on issuesthat have a moderate impact on the department, other departments, and theCompany. Decisions are made frequentlyon immediate business issues with limited opportunity for reversal. Provides guidance and direction on short andlong-range issues.
+ Leadsspecial projects as required.
Minimum Qualifications
+ Bachelor?sDegree in Business, or Technical Discipline is required.
+ Six(6) or more years of project management experience, including 2 years of leadingcross-organizational projects.
+ One(1) or more years of experience/familiarity with EE and/or DSM programs,emerging policies and/or product solutions; interest in understandingtechnologies and applying knowledge to a policy and program context; problemsolving, strategic thinking, abstract thought; effective communication at alllevels; trusted relationships with all stakeholders.
+ Twoor more years of experience leading/participating in cross-functional teamefforts.
+ Twoor more years of experience interfacing and collaborating with peers,management, and other working departments while maintaining composure indemanding situations.
+ Proficientin Microsoft Word, Excel, PowerPoint, and Outlook.
Desired Qualifications
+ MA/MS/MBA(Advanced Degree).
+ Preferexperience in the electric or gas utility.
+ Experienceconducting thorough research and analysis to ensure compliance with policies,procedures, and CPUC directives.
+ Experienceensuring regulatory compliance with government agencies such as the CPUC and/orCEC.
+ Experienceconsulting with Executives, Directors, and Senior Management, includingindependently identifying complex issues, developing action plans, identifyingdeliverables, and presenting results.
+ Experiencedeveloping and implementing strategic business plans that have a large impacton the organization and prioritize strategic initiatives.
+ Strongleadership, communication, presentation, and negotiating skills to buildconsensus with stakeholders to develop and maintain partnerships with supportorganizations and senior management.
+ Broadknowledge of Company and department policies, objectives, strategies, goals,applicable governmental and regulatory laws and requirements, and accountingand budgeting practices.
+ Excellentoral and written communication skills.
+ Abilityto take initiative and accountability for results.
+ Abilityto follow Edison safety protocols and safe work practices.
+ Abilityto integrate work across relevant areas, and manage risks and safetyappropriately.
